Can I get out of my lease without penalty?

I'm in an apartment in Philly, since I moved in I have come to find out I have roaches which are getting worse, the bathroom sink gives out this suddsy almost foam looking water when you first turn it on, and since I've moved in I've asked for a mailbox key which I still haven't received. I called the maintanence office with no reply, I called the lease office who just tells me to call the maintanence office I've taken pics of the problems and logged when I called them. What else can I do? Can I get out without penalty?
