What is wrong with my phone?

I just got a brand new Motorola Cliq from Tmobile (unlocked) that I am gonna use with another carrier, the signal strength is really good but When I try to make calls, nothings happens, and when someone tries to call me it goes to voicemail. what could be wrong? is it trully unlocked? it never asked me for an unlocked code
