Can I take out my driver's permit in Philadelphia even if I have a traffic ticket in new York?

Hiii... well for starters when I was 17 and living in new York I had 2 traffic tickets but I didn't have no license or permit. After the tickets I went to pay one of them so I could take out my permit, so I did, but I never took my license out and never payed the other ticket either. Now six years later I live in Philadelphia pa and want to take my permit out but I just want to know if that ticket from new York will pop up here in philly after 6 years and never having a new York driver's license.. please someone help.....
